EAriler this week, Altoona Police Narcotics Division Officers, along with officials from the state Attorney General’s office, arrested SCOTT VIPOND at a home on 2nd Street in Altoona. During the arrest, officers developed probable cause to obtain a search warrant, which then turned up 793 packets of heroin and $3,838 in unexplainable cash. VIPOND was taken to the Blair County Prison, and as he stood with officers waiting to get into the jail, he took off running while handcuffed. Vipond was nabbed after a brief pursuit. He now faces charges including Possession with Intent to Deliver, Escape, and Resisting Arrest. He is also now behind bars in the Blair County Prison in lieu of $100,000 cash bail.
