All that rain caused some big headaches for Altoona… which was swamped by the storm runoff. The storms this week dropped varying amounts across the region. The Altoona Water Authority’s Westerly Treatment Plant recorded 1.2 inches. 1.4 inches was measured at the Easterly plant. Just 18 miles away in Williamsburg, more than four inches was measured, with much of it coming down in just about half an hour. The runoff was reportedly more than a foot deep in some places, and it caused the collapse of a house foundation. The raging water damaged roads and left behind rocks that needed to be picked up. It also caused a lot of basement flooding.
