Authorities in Blair County have filed charges against an Altoona man over two years after police say he fatally struck a homeless man along Pleasant Valley Blvd in a hit & run. A witness told officers that Andrew Williams II, now age 43, reportedly told him that he had struck and killed a pedestrian on the night in question.
